Mr. Schaeffer has over 15 years of experience in the community and development space. He currently serves as a Principal for The Alder Group located at Watters Creek in Allen. He has extensive experience as an entrepreneur and business owner in the restaurant industry. Prior to joining the AEDC, Mr. Schaeffer served as President of a franchising operation and oversaw the concept’s growth within the state of Texas. He and his wife, Dina, and their three children have lived in Allen since 1999. He is a graduate of Abilene Christian University.

Chris Schulmeister

Mr. Schulmeister first moved to Allen in 1984 with his wife, Jeanie. They have one son, John, who graduated from Allen High School in 2008, earned his Juris Doctorate at Baylor Law School, and works in Dallas at Gray, Reed & McGraw.

Principal of SMB Financial Advisers since 2002, a company that serves small to medium size companies as well as start-up companies. Primarily provides financial direction to small companies in the capacity of Chief Financial Officer. Prior to that, Chris worked in Finance and Strategic Planning for JCPenney and Belo Corporation. BBA from University of North Texas and MBA from Southern Methodist University.

In 2011, Chris was appointed to the Board of the Allen Community Development Corporation and served as Vice President. In 2015-2016, served as Chair of the Finance Subcommittee on the Capital Improvement Program Steering Committee for the City of Allen. Chris also currently serves as President of the Board of Directors for Allen Community Outreach (ACO) an organization that provides essential human and social services to families in need. Chris and Jeanie are active members of First United Methodist Church of Allen.

Tim Litinas

Mr. Litinas is a Michigan native and a graduate of the University of Michigan. He is a Certified Public Accountant and is currently Vice President with Trez Capital Texas, a real estate lender and investor, a position that he has held since early 2013. Prior to that time, Mr. Litinas was Chief Financial Officer for Grand Homes, a large, privately-owned Dallas homebuilder. He and his wife, Kathy, have two sons and have lived in Allen since 1995. Mr. Litinas has been active in the community, volunteering with such organizations as the Allen Eagles Lacrosse Club, Boy Scouts of America, and the First United Methodist Church of Allen.

Mayor / City Council Liason

As Allen’s mayor since 1997, Stephen Terrell has helped Allen grow from a small town of 34,000 to a vibrant city of nearly 100,000. In addition to leading the Allen City Council, Mayor Terrell represents Allen’s interests through involvement in the North Central Texas Council of Governments, North Texas Commission, Regional Transportation Council and Dallas Regional Mobility Committee.

Mayor Terrell’s interest in city government stemmed from his experience as a small business owner. He believed Allen needed to enhance its economic base to help alleviate the tax burden on homeowners. During his tenure, Allen has welcomed numerous major retail and employment centers, helping to create a more diverse and sustainable tax base. He understands the importance of customer service and strives to provide a timely response to questions and concerns.

Mayor Terrell and his wife, Sally, are co-owners of Terrell’s Dry Cleaning. They have a son, daughter and two grandchildren.

Jeff Burkhardt

Jeff Burkhardt is a native Texan, and graduate of The University of Texas at Austin. A sales and marketing professional, Mr. Burkhardt has nearly 20 years of experience in a variety of industries, including banking, real estate, healthcare, and technology. He began his career with Dell Computer as an intern, and is currently a Vice President at Comerica Bank. Mr. Burkhardt is also active in the community, volunteering with such organizations as Junior Achievement and Allen Sports Association. Jeff, his wife Kim, and his two sons have lived in Allen since 2010.
